districts; providing for school district participation in the cost of          
school construction and major maintenance; creating a major                    
maintenance grant fund; relating to reimbursement of school                    
construction debt, and to school construction bonds issued by the              
Alaska Municipal Bond Bank Authority; creating an education                    
facilities maintenance and construction fund; and providing for an
